Dalai Lama honours martyrs on Tibet anniversary

Dharamsala, March 10: Exiled Tibetan leader His Holiness the Dalai Lama paid homage and offered prayers to Tibetan martyrs here Wednesday as Tibetan exiles and their supporters around the world marked the 51st Anniversary of the Tibetan National Uprising in 1959 and the second anniversary of the March 2008 anti-China unrest in Tibet.

Đầu tháng này 13 tờ báo trên toàn lãnh thổ Trung cộng đã ký chung một bài xã kuận lên án chế độ hộ khẩu, một chế độ bị xem là mang tính chất kỳ thị trong xã hội.Giờ đây nó đang chia xã hội Trung Quốc thành hai thế giới nông thôn và thành thị.
Báo Le Figaro cho biết là sáng kiến kể trên làm cho nhiều người ngạc nhiên vì chế độ này đã được áp dụng từ hơn một nửa thế kỷ qua.
Với chế độ hộ khẩu, hàng triệu nông dân, đã ùa về thành phố để kiếm việc làm, không được hưởng một số thuận lợi dành cho người dân sống tại thành phố như là chữa bệnh tại nhà thương, ghi tên trường học cho con cái hoặc là mua nhà với giá được chính quyền hỗ trợ.
Ngày mùng 1 tháng ba vừa qua bài xã luận chung của 13 tờ báo khẳng định rằng chế độ hộ khẩu vi phạm nhân quyền và đi ngược lại hiến pháp bằng cách chối bỏ sự bình đẳng giữa các công dân Trung Quốc. Đồng thời bài báo này kêu gọi các đại biểu, nhân khóa họp kỳ thứ 3 của Quốc hội khóa 11 tại Bắc Kinh, phải tìm cách làm cho tình hình này thay đổi.
Theo thông tín viên Arnaud de La Grange của Le Figaro tại Bắc Kinh, chiến dịch của giới báo chí không mang tính chất âm mưu chống chính quyền. Nó đến sau một loạt tuyên bố chính trị chủ trương là phải cải tổ chế độ hộ khẩu. Trong tháng giêng năm nay tài liệu số 1 của chính phủ, liệt kê các vấn đề ưu tiên trong năm, đã giữ lại hồ sơ cải tổ chính sách hộ khẩu.
Tuy nhiên Le Figaro cho biết là nếu như giới báo chí được một số lãnh đạo bật đèn xanh để ký chung một bản tuyên bố thì ngược lại nó cũng gây bực mình cho một số người đang nắm quyền. Đúng ngày hôm đó, một tòa soạn báo đã nhận được một cú điện thoại của ban tuyên huấn trung ương yêu cầu là phải gỡ khỏi trang Internet bài xã luận chung.
Điều này chứng minh là một cuộc tranh luận sôi nổi đã diễn ra trong bộ máy lãnh đạo trên vấn đề này. Khi được thiết lập năm 1958, chế độ hộ khẩu có tác dụng ngăn chận phong trào nông dân ồ ạt đổ về thành phố. Nhưng ngày nay có khoảng 230 triệu người Trung Quốc không còn sống tại nơi họ đăng ký hộ khẩu. Ngoài ra chế độ hộ khẩu khuyến khích tệ nạn tham nhũng qua việc mua bán giấy phép đăng ký. Đồng thời nó cũng làm cho tình trạng tội ác gia tăng vì công dân không được đăng ký hộ khẩu dễ rơi vào tình trạng phạm pháp.
Nhưng, theo Le Figaro, cũng có một số người lên tiếng tuyên bố rằng cuộc cải tổ phải được tiến hành một cách thận trọng và từng bước một, do các chính quyền địa phương không thể gánh vác những chi phí đến từ việc kể từ nay những nhân công đến từ nông thôn cũng được cấp phát những đặc lợi mà người dân ở thành thị lâu nay đã được hưởng.
Dù sao đi nữa thì chế dộ hộ khẩu nhất thiết phải được sửa đổi vì trong ba thập niên Trung Quốc đã trải qua cuộc di dân lớn nhất trong lịch sử. Từ nay đến năm 2035 sẽ có hơn 400 triệu người sẽ từ nông thôn dổ về thành thị.
